Right now Mexico has 27,000 troops guarding against illegal border crossings. The President of Mexico doesn't want his cartels labeled as terrorists. I expect his health might suffer. I expect that it is in our best interest to delay designating the cartels as terrorists until the wall is substantially complete.
This raises a question for me. If the Cartel are designated Terrorist groups, can he then station armed troops all along the border to repel the Terrorist?

It's still a political matter and the apparatus in place generates Congressional hearings and media coverage. The White House must make decisions on how to handle all this. It's routine politics.
