Every structure and every piece of equipment has a designated life span. Governments seem to think they are exempt for this fact. When kicking the can down the road, sooner or later the road will collapse, and the can will come to a stop.
The problem with a democratic system is that the PRIMARY concern of every elected official is making sure that they will be reelected. The thing is that the voters never like higher taxes and in general are stupid as a box of rocks. This pretty much ensures that not near enough is ever done as preventative maintenance because the voters won't like it. THEN when something catastrophic occurs they will DEMAND that the government does something about it and the taxes are raised and things get fixed. It doesn't matter that fixing things after they collapse costs three times as much as maintaining and fixing it before it was total crap would have cost. It is all about votes and not dollars, lives or common sense.
LOL! I've used that expression "dumb as a box of rocks" for a long time. I don't think I had ever seen anyone else use it though. I think it suits the general populace anymore though.
