    don't live on low lying ground. its called a FLOOD plain for a reason.
    don't live next to the sea, a river, or a creek.
    take notice of all weather forecasts and any gathering storm clouds.
    have the necessary supplies to hand in a GO bag so you can head out at a moments notice, stopping to gather up stuff will probably be too late.
    be like a boy scout:" Be Prepared."
    don't expect the government to come to your rescue, they always come too late, if at all.

    People live at some place for a reason, and its most likely the place is near their place of work / business (poor people like me still need to work / doing business for money you know). Furthermore the hazard of flood can be mitigate by elevating the ground where the building will stand, and in time (due to free market economy) the entire neighbourhood will also be elevated because people realize the need for it and adapt accordingly.

    there is a place about 15 miles from me, the houses are all along the river, they have had to put all the houses on stilts because the river has flooded more and more.
    I wouldn't live near a river myself, our house is on high ground, the highest in the area.

    When you're at the beach and you see the ocean start to recede you take your right foot and place it forward. Then your left foot and repeat the process as fast as you can and run in this direction to high ground. ---->
