Even the bland Hong Kongers' - well, most of them - can occasionally add humor to difficult and complex subjects.

Article presents ideas on an "Arctic League".

Some commentary is classical humor: The EU as a major regional peacemaking institution......apparently HK journalists attend conferences in Cyprus (southern part). Yes, ASEAN is a regional peacemaking institution, similar to SEATO and Imperial Japan's 1930s era co-prosperity system for oil acquisition and good dining at Chinese roadside restaurants.

There is surely no HQ location selection bias in a proposed founding document titled "Whitehorse Treaty". My personal choice would be the newly named Frobisher Bay provincial capital of the spinoff Northwest Territories. Can't pronounce nor spell.

To copy a rare aspect of good planning, the 19th century Czars had a good idea with a summer capital. Perhaps the Arctic League's second capital could be at Canada's Paradise Valley, Arizona.
