Robin, EM was around well prior to 1979 FEMA. It used to be called Civil Defense.

EM planning and "the community" is self-defeating other than for small emergencies. The "community" is too small a political unit for the required resiliency. We see this in "social distancing". It is a useless effort to social distance when New Yorkers ignore this requirement and travel/meet people who also serve as vectors.
