Manila hotels could have served as evac centers.

The northeast monsoon caused some wet conditions; not dry conditions. Monsoons cannot be depended on to cause dry conditions. Still researching this.

 

I just hope the Philippines have the resources (money) to dealt with this. They already have to deal with SEA Games preparation that gone really awry, and now with this typhoon the entire event could potentially be canceled altogether. This has began to sound like the need to pack a lot of Indomie + rice to be flown into disaster zone (as usual)
