With Northern Ireland remaining in this EU market and the rest of the UK leaving fortifies my personal lack of understanding of devolution.

We colonialists, had/have a similiar but more minor matter. Puerto Rico is US territory and obliged to use US flagged ships - the cabotage laws - and US flag ships are expensive to use. The US Virgin Islands is US territory but Congress made an exemption for USVI because US flag ships are expensive to use.
