    When money is tight / rough economic times, many citizens minimize use of air conditioning. Many do not have air conditioning. One form of public shelter for weather events is a "cooling shelter" for those without air con.

    Ref the heat; Even former President Jimmy Carter wore a cardigan sweater to emphasize saving on heating and its cost.

    Such living condition sound like my day to day living condition. I think I'm entitled for something here (other than 0% income tax I've already enjoyed) being living under continuous poverty.

    Good morning Varuna,

    This subsidized housing - and the rest of the programs - are a major political problem here.

    It plots out as racial but it's less about race than this minority being used by certain political groups to fracture US society.

    The law firm that represented the tenants was not doing pro bono - no charge - work.

    this is something that has a two-sided story to it. Admittedly their living conditions were bad BUT if they had fixed it up the people that were living there couldn't have afforded the higher rent. I worked for years doing repairs in rentals for landlords and if you think that they are getting rich you are mostly wrong. The holes in the ceiling are probably from the tenets knocking holes in the ceiling and the wall. this is usually after several months of trying to evict them and not only having to pay to file the eviction but you are also not getting a penny of rent. I have gone in and had to fix an almost brand new stove because the tenant's kid used the oven door for a step and trampoline. It took him three months to evict them and in the end the repairs to the stove when they left they took the burners and the door was FUBAR so he had to buy a new stove.

    If you refuse to rent to people that have a history of this you will find yourself in court on a racial discrimination charge or the previous landlord may be in court for slandering them so that a lot of time you can't get a straight answer about them. There is almost NO money in the low-cost rental business unless you can do all of the constantly needed repairs yourself. I made a fortune off these poor people. I replaced the busted toilets, light fixtures, and tried to keep the appliances and AC/Heating systems running but in the end, it is a lost cause.

    People, in general, these days are trashy slobs if you are LUCKY. Most are destructive thieves that move in and never pay rent past the money that it took to move in. that is why here it is basically three months rent to move in. First and last month's rent and a deposit equal to or more than the monthly rent. In too many cases that is all that you are going to get for 4 to 6 months of hell and in the end a TRASHED apartment to fix before you can try again.

    I can do it all and still couldn't do much better than break even on my one run at a rental property and it was not low rent housing. Those people are not FORCED to live in those conditions. they have every right to leave and go someplace else. They live there because the rent was probably dirt cheap and they knew that they would get thrown out of a nicer better run place.

    The WORST places of all are the places that made the mistake of accepting HUD rentals. You CAN'T evict those people and I know of two places that the city closed down because the people that lived there were animals and it was ruled to be too hazardous to allow to stay in operation.

    HUD will move a drug dealer into your place and that is IT. If you try to get them out you run into a brick wall. Even if they get busted you will find that the name on the lease was a dealers whore. I worked at those two places but I always carried a gun and I always hired a few little kids to watch my truck. For five bucks you wouldn't come back to a broken window and things were stolen. The kids were probably the thieves but I never had a problem after I started paying for "protection." I just added the 5 bucks to the bill. More than once I had to hit the deck and then hide behind a dumpster or jump into an apartment when the shooting started.

    After the first shooting, I started charging them a hundred dollars service call and charged a hundred an hour labor. They paid it because I was the only person that would go there and no repairs meant that HUD pays no rent. LOL, I was actually not real bothered. I was the crazy White Boy that was actually pretty comfortable there. I would show up occasionally with a sawed-off double-barrel 12 shotgun on my shoulder. When they didn't see that they knew I probably had a 357 mag in a shoulder holster. Sadly there were a lot of really nice older ladies that lived there and I added them to my little old lady list. I changed lightbulbs and little things like that for coffee and a hug. I probably had 25 or 30 on my list so had coffee between jobs for free.

    You explained the actual problem from experience.

    I avoid working an emergency responder urban SAR, eg an apartment building.

    For the overall political aspects to this, I must add the " Cloward - Piven Strategy". The "poor" are being used to permanently fragment capitalism.

    The "lower classes" of America have it better than the middle classes of most countries on Earth.

    The lower classes of America expect and do have at least one bathroom per living unit, rental or home. The lower classes of America expect to have and do have heating and air conditioning per one rental unit or home. This is NOT necessarily true of the rest of 0ur planet.

    If a poor person in America needs hospitalization in America, they will get it -- maybe not the hospital of their choice, yet they will get a hospital room. The poor get services at hospitals that treat people on welfare. I work in the medical technology realm and I know personally that this is true. I work with these physicians. I cannot count the number of physicians with whom I have worked who came from other countries on Earth -- every single continent. Can't remember any from Antarctica however. I am aware of the often sub-standard conditions within socialist countries. Bad dentistry is another story unto itself.
