The evacuee numbers are staggering.

Article says the cyclone started as an equivalent to a US scale Cat 5 hurricane...now Cat 4. Still, this is morgue work - for the Responders. A Cat 4 evac with these population numbers during pandemic is DANGEROUS.

More worrisome is how cyclone or any other low pressure system sucking in particulate (PM10) along with whatever within those particulate

Believe in an hour after this scribbling here, the thing hits the coast.

Above article's summary: "Many of the cyclone evacuation shelters are already being used as coronavirus quarantine centres or housing migrants who have returned ... lockdown".

My view is that the shelters are more lethal than the weather event if one can evacuate from shore and mobile enough to get inland even if sleeping on the road in small groups.
