    I did like the plan to not get certified and not have to send their people to other locations.

    Mass casualty simulations.

    F22 likes simulations. Me too; I am a Super Believer in practice practice practice using real-world facilities and equipment. If near a university, you can find dozens and dozens of students to moulage-up as victims of whatever sort of event you are targeting for which to prep. I've helped on the technical side with these efforts. The military runs these drills constantly. It is THE way to train.

    I like the next disaster drill because a real mass-casualty drill must involve hundreds of participants.

    Learning concept: "Muscle-memory"

    During training, unless the Brain<=>Body goes through the exact same motions and decisions it would execute during the real activity, very little learning will occur. One must literally rewire their brain and body if they are to actually prepare for an event. There is NO substitute. This is an absolute rule. This is human physiology.

    Good evening Old Geezer,

    I've served as a moulage victim for our cousins, the Emergency Medical Responders.

    At one exercise, at the end during the debriefing, I raised my hand and other protocol matters to make a comment. Recommended to them that their Incident Command Center, add some small, thick black plastic bags stapled to the NIMS ICS Form 213 General Message - similiar to the old DOD DD95 Message Routing Slip.

    When the medics of all sorts work a mass casualty event, the handguns will fall from the real victims. Someone has to clear the action and get the weapon, with recorded SN on ICS 213, to the Command Post. In this backwater area it's usually a routine matter. In some urban areas near here, being seen with a firearm generates another victim and stolen firearm.

    We have much work to do.

    As an aside, the 59 page Virginia COVID-19 draft vaccination plan has a section mentioning "Complex Unified Command". I am so glad I am retired.
