    The disaster bill is pending the signature pen to become the law of the land and the flow of the $ to implement the projects.

    A major - personal preparedness - aspect can be gleaned from the bill. Note the last section titled "Resilience and Prevention". "Resilience" now has a specific meaning different to "preparedness". Some might consider it semantics and a play on words but I'm mentioning how the word is now used in this context.

    "Resilience" is for disaster mitigation and not used for eg getting a couple of extra pallets of sandbags (but no shovels [ bill is only for $19 billion]). Resilience is for the big ticket projects like raising key roads that historically flood.
