I found above article to be light-reading with a clear explanation of "the disaster environment".

A major headache of the EM community is the "do-gooders" sending loads of their used clothes, building supplies, etc to the disaster scene. This interferes and clogs up the pre-existing logistics networks. Plus, it takes precious labor-hours to correct this situation.

As much as it's a good article and disaster nurses are important, ... "blocked ports and damaged runways" also have specialized emergency responders. Perhaps the first major rehab and repair in the Bahamas was the oil storage facility.

Still, article is well-written and flavored to provide the environment to readers.
