Per titles.

Some view displaced people ("Disaster Displacement") as a peril in itself. Contagious diseases are rapidly spread. It's considered part of the "multiple hazards".

 

World Bank already ahead on the subject in the form of "Disaster Insurance" or something like that. It was floored last year during World Bank -IMF Summit in Bali, Indonesia last year (Oct 2018)
