Re 4; Where in the US can "correct" records be maintained on 9,177 shelters" ?! Since Federal funds for disaster relief get involved in all this - based on formulas that are a little difficult to explain - coupled to the formulas are not always used - , "correct" records might need for a hope that records on still lost kids at the shelter are accounted for.
