The subtitle's " ... myriad problem with its emergency prep approach" indicates that Professor Handfield is not conversant with both emergency preparedness and government personnel.

It's about overpaid and unskilled personnel in government.

Re 1; " ... " government system(s) cannot have sufficient market intelligence because of those holding government jobs. A few categories are properly using market intelligence - but only a few agencies.

Re 2; Prof Handfield doesn't know about classified stockpiles both in the US and offshore....nor will he be learning about them.

His "demand side" presumes the entire population is to be accomodated. LOL

Attn Prof Handfield: Rob, Please fund the differential. The Obama Administration allowed the CEO of NYC's Presbyterian Hospital to earn an annual $8 million. Use this as an indicator. It has some relationship to market intelligence.
