I don't have an answer ........... Actually, I do. Vouchers to parents of school kids and let parents arrange for children's education.

Medical schools are now no longer looking for excellence. Entry of students and the grading of students during their medical education is going "Pass/Fail".

All manner of reasons have been given for this, however the main reason is to get minority students into medical school, to get them by, and get them out into the practice of medicine. Tutoring marginal students is a large effort at Universities.
