The Federal civil service and related non-civil service includes, for example, CDC, FEMA, VA, National Weather Service, too many more to list ...

The "better" agencies have active "user comments" programs so agency can adjust their programs after reported deficiencies noted by public users. Most of Fed government is not "better" category.
