People live on earthquake faults. In California, people build along cliffs of sediment (zero bedrock) near earthquake faults which are located on the Pacific coastline -- Ring of Fire and all that.

In Japan, they built a nuclear reactor on the coast where earthquakes & tsunamis hit. Hundreds of years ago, their ancestors put huge stones along this area of Japan with words carved in the faces of the stones, "Do not build beyond this point else tidal waves and earthquakes will destroy you and all you have."

In American cities, family refrigerators and pantries might have a day or two's worth of food.

"It won't happen to me" is the mantra.

Adding to Old Geezer's point, every time the mid-west floods and farms and houses are wiped out with floods families are given wads of cash to build again just for it to happen again and again. Or who live on the ocean; Super Storm Sandy anyone? Many of these families make a a killing on it. Sorry, but if your house gets wiped away because your live 100' from the Mississippi or some other river, so long as you have flood insurance (which actually needs to cost more) then I'd be like here is your check but you just sold it to the state and property is now flood plane and not to be used or improved for anything above ag fields, hunting, nature preserve areas etc... that way if it's in 3, 5 or 50 years when the next flood hits people aren't paying out billions to replace all of these homes and businesses. Sorry but move your ass to higher ground or don't expect others to pay the bill for your folly. Same goes for the beaches, go build your multi-million dollar beach house somewhere other than 50' from the surf line and then whine that the 20' storm surge washed it away; you're to stupid so consider it tuition at the school of life

Agree; I do believe Team Trump is slowly and quietly working on the flood insurance pricing mechanism to get the attention of the home owners and the local tax authorities.

Somewhat related to Old Geezer's and your points above, ...

I 'd love to see mandatory evacuations orders coupled to real estate forfeitures for those refusing to evacuate. I have no care, concern or sympathy for someone who would place at least 12 responders in jeopardy during a rescue because of their personal comfort level needs. Responders have needs also and the younger responders don't even own houses or condos because of the trash not readily evacuating - or permanently moving.
