Like that song "The answer is blowing in the wind", para 4 says it all: "single occupant vehicle". Advanced level Preppers must minimize the distractions. It's bad enough that many vehicles do not incorporate himan factors engineering. In my pickup truck, for use of the 4 way flashing lights, I'm obliged to remove a paw from the steering wheel to accomplish this. Dangerous ! Thus, control of my vehicle gets priority than alerting others of a danger of some sort. I've got a few books on this subject here. It takes a little practice to safely drive in less than "normal" conditions.
Alright, former amateur off roader & illegal road racer here. First and foremost "Law Enforcement" & "Distracted Driving" shouldn't be in the same sentence. When it happen it has nothing to do with the amount of onboard electronics, but its about operational doctrine & training! For any kind of law enforcement having two persons in a single police cruiser is a must have. if the police dept intend in cost cutting measures, than they should go with unmanned system (robotic) rather than having single human officer going solo. When I'm driving there is a lot of computing operation going on within the vehicle, ranging from turn by turn navigation, network management (if in a convoy), phones call management, all happen while I'm driving 3 pedals that has no driving aids whatsoever not even cruise control or traction control (I prefer to do it manually using clutch). And yet none of those ever distracted me in any way because I've automated the whole things, if there is phone call from unknown or unwanted source it will automatically rejected same things with everything else its automated. That way I can focus in one thing which is driving.
Here's "high performance" good'ol'boymobiles that are rather common where I live. Some may laugh, but were you to live where they live, maybe you'd want one. Up in the mountains and in valley wetlands, you never know how high the snow or when the creeks are going to decide to turn into rivers. Also keep in mind that poor folk depend on themselves and therefore MUST be imaginative. It also helps to have a sense of humor. Jerry-rigging? 'Tis the order of the day.
