    I'm not clear on the distinction being made between "engineering-based" and "machine-learning" models.

    I am clear that community leaders and emergency managers will not know the cost of the disaster until the state and the Feds decide on the cost.

    The author, Dr Guikema is a "techie". He doesn't know the political background to disaster responses.

    The concept is super but the ultimate application requires much reform.
