    I always figured falling "Melted Snow" was called rain and did not constitute a "Snow Emergency". With that kind of logic, then every city in the nation can declare a "Snow Emergency" every time it rains. SIASD

    Good morning TMT Tactical,

    Factor in political support and campaign contributions and rain could enter the list.

    I know it snowed in Minnesota prior to the Clinton administration.
