It's about staff shortages collected by a Federal data base - no longer run by CDC.

I can tell that Professor iner Keraca-Mandic is not conversant with major aspects of national hospital staffing data. The US has a tested ability to correct staffing shortages. The current situation is a domestic political matter involving out of state licensing and related. The health care cartels are currently fighting the Trump administration to prevent augmenting health care labor. Virginia Governor Northam, M.D. is helping the cartels by restricting telemedicine practice over state line. Two of Virginia's largest population centers, Northern Virginia Autonomous Oblast and Hampton Roads border other states.

Note term "crisis standards of care". It's a modification of the standards during emergency conditions. I've seen paramedics and EMTs perform at physician level during emergency field conditions when crisis standards of care are activated.

The emergency responders have a counterpart term involving same type of program.
