    I see the theme of a regional capability and capacity being addressed. Think bigger parking lots, more sophisticated helo pads, ...

    The lead paragraph isn't that accurate. Is climate change a massive disaster ? The Northwest Passage and Northern Route are valuable attributes.

    If Nebraska can develop a Cabela's, Sydney, Nebraska (since bought out by Bass Pro Shops), the medics can get a regional system in place.
