    Fitch Mountain COPE program is doing it right.

    Article mentions "HAM radio group". At one time this was a matter of routine to have HAM communications.

    Not mentioned in article, but if you're setting up a "Neighborhood Watch" (Citizen's Corps) program or COPE, recommend also list household's pets. I don't like to go out to rescue/relocate someone and approach the place and little Rover is really BIG Rin Tin Tin.
