    If Medicare funds / Medicaid funds / emergency supplemental funds disbursed based on number of COVID patients in HOSPITALS, won't the Javits Center and USNS Southern Comfort be useless ?

    There are well-established methods to have proper supply levels of PPE at nursing homes.

    Actually, a LEAF bag is better.
