    Note mention that the hospital ships are for trauma and not infectious diseases.

    The inherent question is why New York State and New York City do not have their own floating hospitals. NYC is the nation's financial hub. They don't know how to mortgage or charter boats ? They can educate and train as many health care providers as they can attract.

    Meanwhile, the boat's getting it's work done in Norfolk, Virginia and not New York City, NY.
