    The cost is only $ 73 trillion but recoverable within 7 years.

    I don't know if this cost factors in the mentioned cultural barrier.

    I'd recommend adding another trillion or 2 because many foreign companies have aircraft and ships arriving in US and they won't be in compliance with this program if it's adopted.

    Researcher says there is "no downside for making the transition".

    I remember that those making public pronouncements like this would be given mental evaluations.

    The writer is an idiot. Only 73 trillion and would be paid back in 7 years. AND I got some prime "Beach Front" property her in Arizona, I would like him to look at.
