This article explains the "new" framework of public sector responses to disasters. It is now a "bottom-up process". In the old Civil Defense days Washington, D.C. ran the situation.

The summary of this article - and the overall training of disaster responses - is best presented by Commissioner Kathy Chandler Henry: "Practice is good, but it's nothing like the real thing - just being on scene".

For the private citizen prepper: it's the same.
