White People Tax

Can anyone confirm or debunk that state legislators just passed a tax to be white in California . Something to do with those evil white peoples ancestors did something , so a special tax has been placed on white people . The money is supposedly to be given to people if they have a different ethnic inheritance . Of course that isn't being racist , only white people are racist . Honestly I don't know if this report is accurate thus why I am asking for confirmation or debunking .
