Superficially, article about disaster response solutions. It's actually about the real problems unknown to the author.

Author misses the liability issue of power companies if they are public utilities. Public utilities cannot routinely increase their rates for safer equipment, etc. This is a political matter. Think of California's PG&E and the Baltimore equivalent of a rat hole filth zone called Sacramento.

The conclusion is wrong. What innovative thinking can stop an active shooter ? Think of Mandalay Bay, Virginia Beach, ... . Think of the responder hierarchy. These are political matters.
