    The Trump administration did NOT neglect Puerto Rico. The Government of Puerto and their political subdivisions neglected Puerto Rico. Recall that the Mayor of San Juan glorified a New Jersey "cop killer". Her statements didn't help overall Congressional support for funds for Puerto Rico.
