Is not the summary to above link really being good government coupled to a good-quality private sector ?

Some "large vulnerable populations" - like Haiti's teenage girls having babies without family and living in an area without a support system is NOT solvable - unless - . It's about the same as illegal use of drugs.

"Evidence based" anything doesn't mean the evidence criteria are the same.
