    Article tells of high-quality living next to sea but discusses some of the rough edges; the problems.

    Santa Monica is less expensive than Beverly Hills.

    "low-income housing in cities that have the most expensive land" ? New York City does it.

    Parks increase housing costs. That's why Manhattan's Central Park is a holy site.

    Isn't California a banana republic ?
