Re para 1; Maybe in the Napa Valley area there are multiple evac routes. Here there are not.

Is there much to practice for in an annual or more frequent evac exercise ? The variables are tremendous. There is a cost to doing practice exercises - and I keep costs down to minimal level. Others may need to work on loadouts and the rest for an evac. I do recommend the training exercise be at night time.

Insurance coverage of a destroyed home might mean a new place in a different area to rebuild. Factor in the cost of the land. For those on and around flood plains, tidal, river, ... all this is in a state of change as I scribble this.
