    The thing was tested near here about 5 years ago. Article mentions heat to targeted person. Believe the heat rays affect the cluster of people.

    It's non-lethal - as this term is used - and can see that this is in news via the welfare program known as "NPR" (National Public Radio) - to tell some about pending election preparations.
