Article about a 17 year old high school student having insufficient knowledge to go hiking alone in a socialist society.

Hiking alone is a both a public safety matter and a public nuisance matter.

The rescue helicopter was paid for by those taxpayers who are prudent, have personal budgets and, if HS teens in family, teach them about the outdoors.
