All of the author's statements do not withstand scrutiny ( emergency prep is typically preparing for situations anywhere, being comfortable assists in survival efforts) yet, it's only a single article.

The linked merit badge pamphlets of course includes the BSA Emergency Preparedness one. It is well written and in its category, exceeds the FEMA pubs ...... conceding this is not a strong comparative example.
