Jokingly can say not to forget the rubber boots but not jokingly will say to have some disinfectant such as bleech for the rubber boots. The flood waters are conduits of just about everything that's undesirable.

Bags of ice distributed to the public ?! Some EM departments won't do this since the cost and labor far exceeds the value of getting the ice to someone to get back home. Many will arrive at the POD - "point of distribution" line without an ice chest ... not even a styrofoam one from a convenience store.
