Note that like in Virginia, emergency shelters are mostly school buildings.

 

The problem there is the gov't is severely ill prepared and lack of initiative to deal with any major disaster mitigation & relief, and this is further exacerbate by their inadequate industrial capacity to produce all the necessary supply domestically. This is the same condition with Indonesia pre 2005

Now add the "do-gooder" NGOs and foreign relief orgs. They serve as a mild, underdose of medicine to delay addressing the disaster preparedness problem the RP must resolve.
