    "Fusion Centers"

    https://www.dhs.gov/fusion-centers

"Fusion Centers are state-owned and operated centers that serve as focal points in states and major urban areas for the receipt, analysis, gathering and sharing of threat-related information between State, Local, Tribal and Territorial (SLTT), federal and private sector partners."

    ------------------------------------------------

"Homeland Security’s fusion centers show the dangers of mission creep"

    https://thehill.com/opinion/nationa...on-centers-show-the-dangers-of-mission-creep/

"The terrorist attacks of Sept. 11, 2001, prompted an unprecedented escalation in the domestic surveillance apparatus. More than 20 years later, the tools of surveillance developed post-9/11 not only continue to expand but also drift further from their ostensible mandate of preventing future terrorist attacks. These tools, moreover, operate without meaningful transparency or checks, increasing the threat to individual freedoms without any corresponding security gains.

"A new report by the Center for Security, Race and Rights (CSRR) at Rutgers School of Law sheds light on one of the most significant but lesser-known tools of the surveillance apparatus: the proliferation of fusion centers across the United States.

"Fusion centers were intended to serve as hubs capable of sharing information to help detect and prevent future terrorist attacks. But the centers quickly morphed into vast systems of data collection to address any perceived crimes or hazards.

"In their earliest conception, fusion centers focused almost entirely on Muslim and Arab communities, targeting their places of worship and community activity. Over time, the centers broadened their focus to include other minority groups, particularly Black Americans.

"... New Jersey’s fusion center, also known as the Regional Operations & Intelligence Center (ROIC), has effectively resurrected the discredited theory of 'broken windows' policing from the 1980s, when overaggressive enforcement of misdemeanors led to mass incarceration of racial minorities. Now, emboldened by the ROIC, law enforcement can tap into a far greater spying apparatus. The ROIC thus appears to have degenerated into what one scholar called 'a mini-CIA on call for [New Jersey] cops.'

"Fusion centers also pose significant risks for First Amendment-protected activities. New Jersey, for example, has created intelligence dossiers on “known troublemakers” — a term that is often conflated with engaging in legitimate protest and dissent — according to the CSRR report.

"But fusion center overreach should concern more than just civil rights and civil liberties groups. The federal government pumps billions of dollars annually into state-based intelligence gathering and fusion centers, diverting money that could be used to protect against future terrorist threats or to help revitalize low-income communities."

"Targeted for Tyranny: We’re All Suspects Under the Government’s Precrime Program"

    By John & Nisha Whitehead
    July 12, 2023

    https://www.rutherford.org/publicat...spects_under_the_governments_precrime_program

    Begin quote

    We’re all being targeted now.

We’re all guilty until proven innocent now.

And thanks to the 24/7 surveillance being carried out by the government’s spy network of fusion centers, we are all now sitting ducks, just waiting to be tagged, flagged, targeted, monitored, manipulated, investigated, interrogated, heckled and generally harassed by agents of the American police state.

Although these precrime programs are popping up all across the country, in small towns and big cities, they are not making us any safer but they are endangering individual freedoms.

Nationwide, there are upwards of 123 real-time crime centers (a.k.a. fusion centers), which allow local police agencies to upload and share massive amounts of surveillance data and intelligence with state and federal agencies culled from surveillance cameras, facial recognition technology, gunshot sensors, social media monitoring, drones and body cameras, and artificial intelligence-driven predictive policing algorithms.

These data fusion centers, which effectively create an electronic prison—a digital police state—from which there is no escape, are being built in partnership with big tech companies such as Microsoft, Google and Amazon, which helped to fuel the rise of police militarization and domestic surveillance.

While these latest expansions of the surveillance state are part of the Biden Administration’s efforts to combat domestic extremism through the creation of a “precrime” crime prevention agency, they have long been a pivotal part of the government’s plans for total control and dominion.

Yet this crime prevention campaign is not so much about making America safer as it is about ensuring that the government has the wherewithal to muzzle anti-government discontent, penalize anyone expressing anti-government sentiments, and preemptively nip in the bud any attempts by the populace to challenge the government’s authority or question its propaganda.

As J.D. Tuccille writes for Reason, “[A]t a time when government officials rage against ‘misinformation’ and ‘disinformation’ that is often just disagreement with whatever opinions are currently popular among the political class, fusion centers frequently scrutinize peaceful dissenting speech.”

Indeed, while the Biden Administration was recently dealt a legal blow over its attempts to urge social media companies to do more to combat so-called dis- and mis-information, these fusion centers are the unacknowledged powerhouses behind the government’s campaign to censors and retaliate against those who vocalize their disagreement and discontent with government policies.

Already, the powers-that-be are mobilizing to ensure that fusion centers have the ability to monitor and lockdown sectors of a community at a moment’s notice.

For instance, a 42,000-square-foot behemoth of a fusion center in downtown Washington is reportedly designed to “better prepare law enforcement for the next public health emergency or Jan. 6-style attack.” According to an agency spokeswoman, “Screens covering the walls of the new facility will show surveillance cameras around the city as well as social media accounts that may be monitored for threatening speech.”

Incredibly, as the various nascent technologies employed and shared by the government and corporations alike—facial recognition, iris scanners, massive databases, behavior prediction software, and so on—are incorporated into a complex, interwoven cyber network aimed at tracking our movements, predicting our thoughts and controlling our behavior, the dystopian visions of past writers is fast becoming our reality.

Our world is now characterized by widespread surveillance, behavior prediction technologies, data mining, fusion centers, driverless cars, voice-controlled homes, facial recognition systems, cybugs and drones, and predictive policing (pre-crime) aimed at capturing would-be criminals before they can do any damage.

What once seemed futuristic no longer occupies the realm of science fiction.

The American police state’s take on the dystopian terrors foreshadowed by George Orwell, Aldous Huxley and Phillip K. Dick have all been rolled up into one oppressive pre-crime and pre-thought crime package.

In this way, the novel 1984 has become an operation manual for an omnipresent, modern-day surveillance state in which ordinary Americans find themselves labeled domestic extremists for engaging in lawful behavior that triggers the government’s precrime sensors.

The technocrats who run the surveillance state don’t even have to break a sweat while monitoring what you say, what you read, what you write, where you go, how much you spend, whom you support, and with whom you communicate and then classifying you as a danger.

Computers now do the tedious work of trolling social media, the internet, text messages and phone calls for potentially anti-government remarks, all of which is carefully recorded, documented, and stored to be used against you someday at a time and place of the government’s choosing.

In this way, with the help of automated eyes and ears, a growing arsenal of high-tech software, hardware and techniques, government propaganda urging Americans to turn into spies and snitches, as well as social media and behavior sensing software, government agents are spinning a sticky spider-web of threat assessments, behavioral sensing warnings, flagged “words,” and “suspicious” activity reports aimed at snaring potential enemies of the state.

This transformation is being driven by the Department of Homeland Security (DHS), the agency notorious for militarizing the police and SWAT teams; spying on activists, dissidents and veterans; stockpiling ammunition; distributing license plate readers; contracting to build detention camps; tracking cell-phones with Stingray devices; carrying out military drills and lockdowns in American cities; using the TSA as an advance guard; conducting virtual strip searches with full-body scanners; carrying out soft target checkpoints; directing government workers to spy on Americans; conducting widespread spying networks using fusion centers; carrying out Constitution-free border control searches; funding city-wide surveillance cameras; and utilizing drones and other spybots.

Twenty years after being formed in the wake of 9/11, the DHS is a massive, costly, power-hungry bureaucracy working hard to ensure that the government is all-seeing, all-knowing and all-powerful.

"House Republicans Release Scathing FBI Whistleblower Report: Bureau Is ‘Rotted at Its Core’"

    https://www.dailysignal.com/2022/11...i-whistleblower-report-bureau-is-rotted-core/

    Begin quote

Republican staff at the House Judiciary Committee released a report Friday detailing the claims of “a multitude of whistleblowers” at the Federal Bureau of Investigation, who alleged that the FBI is abusing its law enforcement authority to prosecute political opponents, artificially inflate the amount of “hate” in the country, and removing from its ranks staff who refuse to parrot the leftist agenda.

“Under the malevolent leadership of [Attorney General] Merrick Garland,” the report charges, “the FBI and Justice Department has been a willing participant of the Biden Administration’s weaponization of law enforcement.”

“President [Joe] Biden has shown no problem in labeling his political opponents as racists, fascists, and domestic terrorists,” the report states. “The FBI under Director [Christopher] Wray has been willing to exert its law enforcement tools in a manner guided by political calculations. Whistleblowers allege that the FBI is manipulating data about domestic violent extremism to support the Biden Administration’s political agenda.”

The report cites whistleblowers and other reports, claiming that “the FBI prioritizes investigations and uses differing tactics based on political considerations—using aggressive tactics against political opponents of the Biden Administration while going softer on, or outright ignoring, allegations against the Administration’s political allies.”

The Republican report claims the FBI is “artificially inflating statistics about domestic violent extremism” by pressuring agents to report irrelevant incidents as violent extremism and by categorizing Jan. 6th-related investigations as separate cases, not as related to one single incident.

Republican staff claim the FBI is abusing its counterterrorism authority to investigate parents who spoke out at school board meetings. According to the report, whistleblowers explained that, after the National School Boards Association urged Biden to investigate concerned parents, the FBI opened investigations into one mother who told a school board “we are coming for you” and one dad because he “rails against the government” and “has a lot of guns.”

The report blames the FBI for protecting Hunter Biden, despite multiple reports about his lucrative foreign business dealings while his father, Joe Biden, was vice president. The report cites Meta CEO Mark Zuckerberg, who admitted that Facebook took “meaningful” steps to censor articles about Hunter Biden’s laptop following an FBI warning. This example highlights the FBI’s collaboration with Facebook and other social media platforms, which the report describes as the bureau’s “helping Big Tech to censor Americans’ political speech.”

The FBI also allowed attacks on pro-life pregnancy centers and other facilities to go on unabated while prosecuting pro-life protesters, the report adds.

The report also faults the FBI for using its authority under the Foreign Intelligence Surveillance Act to spy on American citizens, including those associated with Donald Trump’s 2016 campaign. While these incidents have been exhaustively reported, the report adds that “there is little indication the FBI has changed—or is willing to change—course.”

Whistleblowers also claimed that the FBI is culling staff who “dissent from its woke, leftist agenda,” according to the report. The bureau is seeking to “purge” FBI employees holding conservative views, they said. The report even claims the FBI took retaliatory action against at least one whistleblower who spoke out.

Several whistleblowers claimed that the FBI is taking steps toward firing employees who engaged in protected First Amendment activity on Jan. 6, 2021, according to the report. The bureau has suspended the security clearances of these staff and questioned their “Allegiance to the United States.”

“Multiple whistleblowers have disclosed how the FBI leadership is conducting a ‘purge’ of FBI employees holding conservative views,” the report states.

Forth in four posts I've made today concerning the police state being formed by the socialist biden puppeteers.

The FBI and its deep state handlers see the U.S. Constitution as having no validity and certainly no authority over their actions. They are in power and that's that.

"Bank of America Turns Over Information on Gun Owners to the FBI"

    https://www.ammoland.com/2023/07/bank-of-america-turns-over-information-on-gun-owners-to-the-fbi/

"WASHINGTON, D.C. FBI whistleblowers have come forward with damning allegations against Bank of America (BoA). According to Representative Thomas Massie (R-KY) and Rep. Jim Jordan (R-OH), the banking giant has been revealing information to the FBI about its customer’s gun purchases without a warrant. Now the pair has sent letters to other banks to see if they also violated the privacy rights of their customers.

"After the protest at the U.S. Capitol on January 6, 2021, Bank of America provided the FBI with a list of customers who made transactions in or around Washington, D.C., purchased a flight to the Nation’s Capital, or booked a hotel room in the Washington D.C. metropolitan area. Most of Bank of America’s customers that attended the large rally never entered the Capitol Building, and the FBI did not have probable cause to allow the law enforcement agency to get a court order for the bank to surrender the documents." "House Judiciary report claims ‘broken’ FBI ‘targeting’ conservatives"

    https://nypost.com/2023/05/18/house-judiciary-report-claims-broken-fbi-targeting-conservatives/

    Begin quote

The FBI is “broken” and is “targeting” agents who hold conservative political beliefs, the House Judiciary Committee and Select Subcommittee on the Weaponization of the Federal Government charged in a report released Thursday that cites current and former bureau workers.

Special agents Garret O’Boyle and Stephen Friend, supervisory intelligence analyst George Hill and staff operations specialist Marcus Allen, as well as unnamed whistleblowers, have alleged that America’s top law enforcement agency is beset by “abuse, misallocation of resources and retaliatory conduct,” the Judiciary panel said in a statement.

The 78-page interim report by the House panels states that O’Boyle and Friend were suspended indefinitely for making protected disclosures to Congress after supervisors ignored concerns they raised about potentially illegal conduct.

O’Boyle was transferred from Kansas to a Virginia field office before being suspended on his first day on the job. He apparently was forced to borrow clothing for his children since his family’s possessions at the time were locked away in an FBI storage facility.

Allen reportedly had his security clearance suspended for harboring “conspiratorial views” after he shared open-source news articles with fellow agents that “questioned the FBI’s handling of the violence at the Capitol” on Jan. 6, 2021.

According to further interviews not contained in the interim report, Allen expressed to his supervisors in September 2021 that he also shared “concerns that [FBI] Director [Christopher] Wray had been untruthful in his testimony” before Congress earlier that year about the Capitol riot.

In another disclosure, Hill said the FBI’s Washington Field Office demanded the Boston field office investigate 138 protesters who apparently attended the “Save America” rally in DC on January 6, despite evidence that those people had neither entered any restricted areas of the Capitol nor committed any crimes.

The FBI also received information about transactions that protesters made during their time in Washington, DC, from their Bank of America accounts. The financial institution shared the “confidential customer data — voluntarily and without any legal process,” according to the report.

In the words of one of the whistleblowers, the FBI has become “cancerous” and “let itself become enveloped in this politicization and weaponization.”

The whistleblowers also have accused FBI leadership of pressuring agents to reclassify many cases as incidents of domestic violent extremism, an effort that is reportedly “manipulating its case categorization system to create the perception that [Domestic Violent Extremism] is organically rising around the country.”

They also cited a “disconcerting aspect of the FBI” involves performance metrics, which reward special agents in charge when their field office conducts a certain number of “Title III wiretaps, or FISAs, or other sophisticated — sophisticated techniques,” O’Boyle said.

"House Weaponization Panel Gets IRS To End 'Abusive' Surprise Visits; Taibbi Thanks Jim Jordan"

    https://www.zerohedge.com/political...sive-surprise-visits-taibbi-thanks-jim-jordan

    Begin quote

House Republicans on the GOP's "weaponization" subcommittee said in a Friday report that the IRS has agreed to end its "abusive" policy of surprise visits to taxpayers' homes following pressure from the panel.

"The Committee’s and Select Subcommittee’s oversight revealed, and led to the swift end of, the IRS’s weaponization of unannounced field visits to harass, intimidate, and target taxpayers," reads the report. "Taxpayers can now rest assured the IRS will not come knocking without providing prior notice—something that should have been the IRS’s practice all along."

The IRS announced in July that it would end most unannounced agent visits to the homes of Americans, citing security concerns.

But it also came after the agency engaged in what appeared to be witness intimidation, after visiting the New Jersey home of journalist Matt Taibbi on the same day he appeared before Congress to testify on government abuse.

Following the incident, Chairman Jim Jordan (R-OH) demanded answers from the IRS, writing "In light of the hostile reaction to Mr. Taibbi’s reporting among left-wing activists, and the IRS’s history as a tool of government abuse, the IRS’s action could be interpreted as an attempt to intimidate a witness before Congress."

"Former FBI employees accuse bureau of ‘weaponization’ against conservatives"

    https://www.pbs.org/newshour/politi...bureau-of-weaponization-against-conservatives

    Begin quote

WASHINGTON (AP) — Former FBI employees accused the bureau of politicization in congressional testimony Thursday, a day after the agency disclosed that two of the men had seen their security clearances revoked over concerns about how their views of the Capitol attack on Jan. 6, 2021, affected their work.

The three men alleged overreach and retaliation by the FBI in testimony to a special House committee investigating what Republicans assert is the “weaponization” of the federal government against conservatives.

“If you’re not politically correct … you’re not in line with what they think to be the political position or the proper position, you’re the target,” Rep. Jim Jordan of Ohio, the Republican chairman of the committee, said in his opening statement.

Jordan and other Republicans on the committee hailed the former FBI employees as rank-and-file patriots who were facing retribution for speaking out against government abuse. Allen, Friend and Garrett O’Boyle, a former field agent, shared stories with the committee about how they said their decision to come forward has resulted in suspensions and dismissals for their posts.

“My oath did not include sacrificing the hopes, dreams and livelihood of my family,” said O’Boyle.

Many of them testified about their personal struggles, including not being able to find employment elsewhere and struggling to support their loved ones and young children while their cases were being investigated.

“I sacrificed my dream job to share this information with the American people,” Friend testified. “I humbly ask all the members to do your jobs and consider the merit of what I have presented.”

But Democrats dismissed the testimony, calling the hearing another attempt by Republicans on the committee to help former president Donald Trump.

    https://www.pewresearch.org/politics/2023/09/19/public-trust-in-government-1958-2023/

"Public trust in the federal government, which has been low for decades, has returned to near record lows following a modest uptick in 2020 and 2021. Currently, fewer than two-in-ten Americans say they trust the government in Washington to do what is right 'just about always' (1%) or 'most of the time' (15%). This is among the lowest trust measures in nearly seven decades of polling. Last year, 20% said they trusted the government just about always or most of the time.

"Today, 25% of Democrats and Democratic-leaning independents say they trust the federal government just about always or most of the time, compared with 8% of Republicans and Republican leaners. Democrats report slightly less trust in the federal government today than a year ago; Republicans’ views have been relatively unchanged over this period."

Big Brother uses its Federal Bullying Institute to do whatever it pleases. Screw the Constitution.

"The FBI took $86 million from safe deposit boxes. An appeals court will decide if that's constitutional"

"Civil rights attorneys argue FBI defied warrant by searching people's safe deposit boxes"

    https://www.foxnews.com/media/fbi-t...sit-boxes-appeals-court-decide-constitutional

    Begin quote

FBI agents cataloged Cartier bracelets, Rolex watches and stacks of cash as they combed through safe deposit boxes seized from a Beverly Hills business accused of money laundering. But the owners of many of those boxes were not accused of any crimes.

After hearing arguments from both sides Thursday, a panel of judges from the 9th Circuit Court of Appeals will decide whether the sweeping raid violated customers' Fourth Amendment rights.

"I think the public sees this and recognizes that this is just a total abuse of people's constitutional rights," Institute for Justice senior attorney Rob Johnson told Fox News, adding that he felt "extremely optimistic" about the panel's forthcoming decision.
On March 22, 2021, the FBI seized around 1,400 safe deposit boxes from U.S. Private Vaults, a Beverly Hills–based company that, according to court documents, was regularly used by "unsavory characters to store criminal proceeds."

Agents took about $86 million in cash from the boxes, as well as a trove of jewelry, gold bars and coins, silver and other valuables. In May of that year, the FBI "commenced administrative forfeiture proceedings" against an unspecified number of the boxes, according to court documents.

Civil asset forfeiture is the process through which the government seizes money or other property believed to be linked to a crime without ever charging the owner.

U.S. Private Vaults eventually pleaded guilty to money laundering, but as of October 2022, the U.S. Attorney’s Office said it had not filed any other criminal charges. A spokesperson on Thursday declined to comment on the case and could not immediately answer whether additional criminal charges were ever filed.

Several of the safe deposit box renters who haven't been charged filed a class action lawsuit accusing the government of violating their Fourth Amendment protection from unreasonable search and seizure and their Fifth Amendment protection from having private property taken without compensation.

On Thursday, attorneys from the Institute for Justice argued that the FBI "broke open hundreds of safe deposit boxes, and then it tried to civilly forfeit everything in those boxes worth over $5,000" after the raid without any probable cause.

IJ wants the appeals court to definitively state that the FBI violated individuals' rights and to force the federal government to destroy copies it made of customers' private documents — including medical records, wills and trusts — while agents searched the boxes.

Unsealed court documents showed the FBI and U.S. Attorney's Office never told the judge in their warrant request that they planned to confiscate the contents of every box containing at least $5,000 in cash or belongings.

The warrant only authorized agents to seize business computers, money counters and surveillance equipment. The judge also allowed them to seize safety deposit boxes and keys, but specifically wrote that agents should only "inspect the contents of the boxes in an effort to identify their owners … so that they can claim their property," and that the warrant "does not authorize a criminal search or seizure of the contents of the safety deposit boxes."

IJ has filed several lawsuits related to the USPV raid. Since then, the FBI has returned some customers' belongings. Pearson said she and her husband got most of their property back, but about $2,000 is still unaccounted for more than two years after the raid.

"CBS seizes confidential files of fired reporter pursuing Hunter Biden laptop story in ‘unprecedented’ move: sources"

    https://nypost.com/2024/02/22/busin...g-hunter-biden-laptop-story-in-unprecedented/

    Begin quote

The acclaimed CBS reporter who was investigating the Hunter Biden laptop scandal before she was fired last week had her personal files seized by the network in an “unprecedented” move, sources told The Post on Thursday.

Catherine Herridge — who is the middle of a First Amendment case being closely watched by journalists nationwide — was among 20 CBS News staffers let go as part of a larger purge of hundreds of employees at parent company Paramount Global.

Her firing had stunned co-workers, but the network’s decision to hold on to her personal materials, along with her work laptop where she may have other confidential info, has left many staffers shaken, according to insiders.

“It’s so extraordinary,” a source familiar with the situation told The Post, noting that the files — which are presumptively now the property of CBS News — most likely contain confidential material from Herridge’s stints at both Fox and CBS.

The source said the network boxed up all her personal belongings except for Herridge’s notes and files and informed her that it would decide what — if anything — would be returned to her.

“They never seize documents [when you’re let go],” a second source close to the network said.

“They want to see what damaging documents she has.”

A CBS spokesperson pushed back on claims that the network plans to keep any sensitive information belonging to Herridge.

Sources feared the network’s actions could have an impact on Herridge’s First Amendment case because her documents may contain privileged conversations she had with her lawyers or the identities of sources.

Herridge is under fire for not complying with US District Judge Christopher Cooper’s order to reveal how she learned about a federal probe into a Chinese American scientist who operated a graduate program in Virginia.

She could be ordered to personally pay fines that could total as much as $5,000 a day.

Insiders said that there are concerns that CBS could be subpoenaed to reveal her source’s identity, which would threaten free press principles.

Herridge had encountered roadblocks from higher-ups over her Hunter Biden coverage and had also clashed with CBS News President Ingrid-Ciprian Matthews, a sharp-elbowed executive who was investigated — and cleared — in 2021 over favoritism and discriminatory hiring and management practices, as The Post previously reported.

The second source speculated that the network may think Herridge has information in her files that could lead to a lawsuit for wrongful termination

Jonathan Turley — a legal scholar and a former CBS legal analyst who first broke the news of Herridge’s documents being seized in an opinion piece for The Hill — said the timing of the journalist’s termination raised suspicions.

“She was pursuing stories that were unwelcomed by the Biden White House and many Democratic powerhouses, including the Hur report on Joe Biden’s diminished mental capacity, the Biden corruption scandal and the Hunter Biden laptop,” Turley wrote.
