    Lieberman and Ridge appear to just say the obvious.

    Nothing will happen until funds are available and this is after November, 2020.

    What was not mentioned was that national emergencies / disasters involving diseases ALSO involves the other emergency support functions such as road repair, transportation, public safety and security, et cetra.
