Article mentions the Virginia "Unified Command". This term is borrowed from the military with a different, but related, definition.

For example, the Emergency Management definition applied to an emergency shelter would have a Shelter Manager and several to many ...... depending on specific emergency situation ...... Incident Commanders working various apects of the shelter. Some categories are:

the LEO component
the org working the medical logistics, cots, related stuff
the co-located animal shelter
the medical clinic
various others depending on specifics

Thus, one Shelter Manager and several Incident Commanders. There are too few workers. Not too much is new under the sun, at least here.

Believe it's already starting re some airline routes.

Just like the emergency shelter example, other categories of places could / would - of course will - follow.

I do believe, overall, it is good for a population to get immunized. Here in Virginia they're still working the political arguments on a religious exemption.
